Join NASPL for a day of Responsible Gambling Education

 

Class is in session! Join us for a day of free educational webinars focused on advancing responsible gambling across the lottery industry. This three-part series explores timely and impactful topics, from emerging risks like prediction markets, youth gambling, and cryptocurrency, to practical guidance on implementing the NASPL Responsible Gambling Framework, and strengthening RG collaboration between lotteries and suppliers. With a single registration, attendees can drop in to any session throughout the day and engage directly with experts during live Q&A discussions following each presentation.

 

Follow-up sessions for each webinar will also be held in person during the NASPL Responsible Gambling Seminar, July 29–31 in Seattle.

Prediction Markets, Youth Gambling, and Cryptocurrency

Explore the intersections of prediction markets, youth gambling, and cryptocurrency, and their implications for responsible gambling. This virtual session will provide a clear, evidence-informed overview of each area – how prediction markets work, crypto mechanisms that affect access and risk, and factors that increase youth vulnerability – highlighting key risks, real-world trends, and emerging research. Attendees will leave with a concise synthesis of the problem space and a roadmap of topics and questions for the follow-up session. Part two, presented at the RG Seminar in Seattle, will also focus on regulatory responses, policy options, and research gaps.

Learn the latest on the certification process related to the Responsible Gambling Framework.  NASPL, WLA, and NCPG have confirmed alignment in following the Responsible Gambling Certification Framework. This alignment reinforces a shared commitment to player protection, continuous improvement, and the credibility of responsible gambling standards across the state/provincial-regulated lottery sector.  This virtual session will offer tips and tricks in completing a successful application and assessment.

Marlene Warner, Chief Executive Officer, Massachusetts Council on Gaming and Health

 

As MACGH’s Chief Executive Officer, Marlene D. Warner ensures MACGH is a thriving organization with global impact – that they are balancing public health priorities with a data-driven, people-first model; are growing their education, treatment, and advocacy strategies; and that diversity, equity, and inclusion centers in all they do. She also leads the organization’s institutional and corporate partnerships, fostering relationships with stakeholders and community professionals seeking consultation and collaboration.

 

Warner is recognized widely as a passionate, eminent expert in gambling and gaming. During her over two decades at MACGH, she has secured critical consumer protections, launched first-of-its-kind Voluntary Self-Exclusion programs, and spearheaded innovative programming amidst increasing digitalization. Her advocacy and leadership have garnered numerous awards, including the Monsignor Joseph Dunne Lifetime Achievement Award from the National Council on Problem Gambling. She is also Principal with Spectrum Safer Gaming Advisors.

 

Warner holds a Bachelor of Arts from Gettysburg College, a Master of Arts from The George Washington University, and a CSR certificate from Duke University. She is a former NCPG Board President and serves on NCPG’s Advisory Board.

Amanda Quintana, Player Health Manager, Colorado Lottery


Amanda Quintana serves as the Colorado Lottery’s subject matter expert on responsible gambling and leads efforts to integrate player health strategies into operations. She advises on RG policies, builds strategic partnerships, and supports state and national efforts to promote sustainable, health-centered approaches to gambling activity. Her work has helped inspire other gambling operators, vendors, and stakeholders to strengthen their own RG initiatives.

 

Previously, Quintana was the Program Manager at the National Council on Problem Gambling, where she sustained and strengthened national programs, contributed to the Internet Responsible Gambling Standards, and provided leadership in responsible and problem gambling services. She also served as staff liaison to the DEI and Prevention Committees.

 

Before joining NCPG, Quintana managed a regional resource center at the New York Council on Problem Gambling, establishing a network of licensed mental health professionals and ensuring individuals and families affected by problem gambling had access to treatment and recovery support. Her background in community-based addiction services continues to shape her systems-level approach to care, equity, and advocacy.

 

Quintana has been a speaker at NCPG conferences and other national forums, sharing insights on responsible gambling, public health strategy, and cross-sector collaboration. She holds a Master's in population health management from the Johns Hopkins Bloomberg School of Public Health. A plant lover and dog mom, she is passionate about advancing equity, promoting wellness, and creating population-level change that reflects the voices and needs of the communities she serves.

Kate Carlson, Director of CSR & Compliance, Hoosier Lottery


Kate Carlson has been in the gaming industry for 18 years and has served as the Hoosier Lottery's responsible gaming advocate and innovator for the past 11 years. Under her leadership, the lottery became a member of the World Lottery Association (WLA) and received WLA's Level 3 certification. Three years later, the Hoosier Lottery received its WLA Level 4 certification, the highest level of responsible gaming certification, making it just the second U.S. state lottery to receive this recognition. The organization continues to hold Level 4 certification.

 

Among Carlson's other accomplishments during her tenure at the Hoosier Lottery, she led efforts to evolve the Hoosier Lottery's Player Education Program into Positive Play. A board member of the Indiana Council on Problem Gambling since 2013, Carlson led the creation of the council's Responsible Gaming Committee comprised of Indiana gaming operators and other gaming commissions and launched a Treatment & Prevention Advisory Committee for player health feedback. She is also the only U.S. member of the WLA Expert Working Group for Responsible Gaming, helping to define and enhance best practices that influence lotteries worldwide.

 

Carlson was the 2025 recipient of the Arch L. Gleason Award for her efforts in responsible gaming. The award, given out by the Kentucky Council on Problem Gambling, exists to recognize someone not only for their commitment to responsible gambling but also who has demonstrated the ability to successfully manage a gaming enterprise in a socially responsible manner.

Kevin van Egdom, Director of Player Care & Corporate Responsibility, Western Canada Lottery Corp.

 

Kevin van Egdom’s work focuses on advancing responsible gambling and healthy play, supporting broader social responsibility priorities, and strengthening public trust. His portfolio also includes oversight of WCLC’s player‑ and retailer‑facing contact centers and customer service model.

 

Over more than two decades at WCLC, he has worked across communications, stakeholder relations, and customer support functions, contributing to initiatives that reinforce organizational credibility and public confidence. This includes leading the work that resulted in WCLC achieving World Lottery Association and NASPL responsible gambling certifications.

 

Van Egdom holds a Master of Arts in professional communication from Royal Roads University and is currently a doctoral student in RRU’s Doctor of Social Sciences program, with research focused on responsible gambling, public trust, and how regulated gambling organizations balance player protection with their broader public mandate.

 

Outside of work, he serves as Vice‑Chair of the Board of the Bibliothèque de Beaumont Library, supporting libraries as accessible, community‑based spaces for learning, connection, and belonging.

Anne Pattberg, Independent Assessment Panel for Responsible Gaming Chair, World Lottery Association

 

Anne Pattberg is a long-time sustainability professional with broad experience and a record of successful cooperation with the lottery industry. From 2006 to 2011 she headed the sustainability department at Camelot Group plc, reporting directly to Chief Executive Officer Dianne Thompson. During that time, she was also Chair of the European Lotteries Working Group on Responsible Gaming and was instrumental in the development of both the WLA Responsible Gaming Framework and the EL Responsible Gaming Standard. After Camelot, Pattberg worked for a number of years in a senior position at PwC Germany where she has advised DAX 30 and SMEs on sustainability issues and conducted a variety of assurance projects, also for many German lotteries.

 

Since 2015 she has operated her own Business PB Consulting GmbH and continuously works with some of Germany’s largest companies on sustainability strategy, supply chain management topics, non-financial reporting and more, alongside her work as a Chair for the WLA RG IAP.

Sarah Taylor, Executive Director, Hoosier Lottery and Corporate Social Responsibility Committee Chair, World Lottery Association

 

Sarah M. Taylor has served as Executive Director of the Hoosier Lottery (Indiana, USA) since October 2013 having been appointed by three consecutive governors.

 

Prior to this role, she held several leadership positions in Indiana city and county government, including eight years as the elected Clerk of the Courts for Marion County (Indianapolis) and five years as a cabinet member in the Office of the Mayor of Indianapolis.

 

A committed leader within the lottery industry, Taylor is a Past President of both the North American Association of State and Provincial Lotteries (NASPL) and the Multi-State Lottery Association (MUSL). She currently serves on the Executive Committee of the World Lottery Association where she chairs the Corporate Social Responsibility Committee. She is the Secretary of the Women in Lottery Leadership (WiLL) initiative having been a mentor for many years. In 2023, she was inducted into the Lottery Hall of Fame in recognition of her contributions to promoting excellence and integrity within the industry.

 

Taylor earned her bachelor’s degree from Indiana University’s O’Neill School of Public and Environmental Affairs, where she also serves on the Alumni Advisory Council. She is a lifelong learner and holds a Certificate in Public Management from Ball State University.

Jade Luchauer, Director, Global Responsible Gaming & Community, Brightstar

 

Jade Luchauer leads global responsible gaming strategy for Brightstar, as well as community engagement and support activities. Her primary responsibilities are ensuring successful implementation of responsible gaming initiatives that support WLA and G4 certifications and establishing a global community giving and engagement program as part of Brightstar’s Sustainability Plan. She also has responsibility for the B2C responsible gaming program and certifications at Brightstar Lottery Italian Operations.

 

Prior to Brightstar, Luchauer worked in social services where she gained knowledge of the impacts of mental health and addiction on some of the state’s most vulnerable populations. She is the recipient of several responsible gaming accolades, including the 2024 Don Feeney Excellence in Responsible Gaming Award from the National Council on Problem Gambling.

 

Stephanie McCummings, Senior Director of Public Policy & Corporate Responsibility, Scientific Games

 

Stephanie McCummings brings over five years of experience in government relations and public affairs. She has a strong track record of managing internal operations, developing proactive government relations strategies, and building trusted relationships with key stakeholders.

 

In her expanded role, McCummings leads efforts to embed responsible gaming across the organization’s legal, policy, communications, and commercial functions, ensuring it remains a core component of company culture and decision-making. She works cross-functionally with business teams, lottery partners, policymakers, and industry stakeholders to align public policy priorities with meaningful responsible gaming outcomes. Through this work, she helps advance initiatives that not only support business objectives but also drive positive, real-world impact for lottery partners and the players they serve.

 

McCummings holds a Master of Science in strategic communication from Radford University and a Bachelor of Science in Political science, with a minor in business management, from Stony Brook University.

Jett Facemyer, Director of Government Relations, Bally’s Intralot

 

Jett Facemyer leads public policy, regulatory strategy, and stakeholder engagement across the lottery and distributed gaming sectors.

 

Prior to joining Bally’s Intralot, he worked in the Ohio House of Representatives under both the Finance Chairman and the Speaker of the House, contributing to the development and management of the state budget. He began his career at Van Meter, Ashbrook and Associates, a respected contract lobbying firm based in Columbus, Ohio.

 

In addition to his professional experience, Facemyer has been actively involved in numerous Ohio House and Senate campaigns. He holds a degree in political science with a minor in public relations from Otterbein University.

May Scheve-Reardon, Vice President, Government Relations, Pollard Banknote 

 

With an extensive and trailblazing history of leadership roles in the lottery industry, May Scheve-Reardon leads Pollard Banknote’s government relations and legislative affairs efforts. Prior to joining Pollard Banknote, she served as the Director of the Missouri Lottery for 13 years, and in 2019, she was inducted into the Public Gaming Research Institute Lottery Hall of Fame for her outstanding contributions.

 

Reardon has also held other leadership positions within the industry including serving as President of the North American Association of State and Provincial Lotteries and the Multi-State Lottery Association, which operates Powerball on behalf of its member lotteries. 

Gretchen Corbin, President and Chief Executive Officer, Georgia Lottery

 

Gretchen Corbin became president and CEO of the Georgia Lottery Corporation starting January 1, 2018. As president and CEO of the Georgia Lottery, Corbin’s business goal is to fulfill the Corporation’s mission to maximize revenues for HOPE and Pre-K, ensuring that Georgia’s students continue to have access to these important educational programs.

 

Prior to her role at the Georgia Lottery, Corbin served as commissioner of the Technical College System of Georgia. At TCSG, she oversaw the state’s 22 technical colleges, 135,000 students, 46,000 economic development trainees, 15,000 employees, an $800 million budget, and a host of economic and workforce development programs, including Georgia Quick Start, the nation’s top-ranked workforce training program.

 

Corbin joined TCSG from the Georgia Department of Community Affairs, where she served as commissioner. At DCA, she oversaw 65 programs and was responsible for more than $71 million in investment in Georgia communities. Prior to DCA, she served 15 years at the Georgia Department of Economic Development, holding a variety of roles including deputy commissioner of global commerce. Her work within Georgia and throughout the world brought nearly 69,000 jobs and over $13 billion in capital investment to Georgia.

 

Corbin is involved in a number of professional and civic organizations, including Leadership Georgia, where she has served as president and chairman. She is a member of the Rotary Club of Atlanta Board of Directors and Georgia Chamber of Commerce Board of Directors. She has served as President of NASPL and Director of the Mega Millions Consortium.

 

Corbin was named 2023 Georgian of the Year by the Georgia Association of Broadcasters. She has been recognized repeatedly as one of Georgia Trend magazine’s 100 Most Influential Georgians, she was named one of the Atlanta Business Chronicle’s Top 20 Women Who Mean Business, and she is one of James magazine’s Most Influential Georgians.
